County Conducts Emergency Icebreaking Operations to Restore Harbor Access

February 18 2026 (Barnstable, MA) – Barnstable County is providing an update to residents, mariners, and coastal communities regarding emergency icebreaking operations currently underway across several Cape Cod harbors following recent severe winter conditions.

On February 11, 2026, the Barnstable County Board of Regional Commissioners initiated an emergency ordinance to address extensive harbor icing that had restricted commercial fishing activity, limited emergency response access, and caused damage to municipal and private docking infrastructure. The ordinance, ratified by the Barnstable County Assembly of Delegates, authorized $50,000 in emergency funding to support urgent icebreaking operations in priority harbors across the region.

Icebreaking Operations Underway

Contracted by Barnstable County, Robert B. Our Co.’s Marine Division began icebreaking operations on Friday, February 13, starting in Sesuit Harbor.

The vessel Miss Peyton initiated work in Sesuit Harbor Friday afternoon and continued operations through the weekend, moving between multiple harbors to restore navigational access. Operations included:

  • Clearing ice in Sesuit Harbor on Friday, February 13 and Saturday morning
  • Moving to Wellfleet Harbor Saturday afternoon and continuing through Sunday morning
  • Returning to Sesuit Harbor for fuel and additional clearing
  • Transiting to Barnstable Harbor Monday morning, where crews cleared the channel up to the Blish Point boat ramp

The vessel then moved south to Waquoit Bay clearing the remaining section of the Little River channel. Once complete, operations will continue in Popponesset Bay in Mashpee.

A second vessel, Mr. Magoo, began operations Saturday afternoon in Waquoit Bay, encountering extremely thick ice near the Little River channel. The vessel then relocated to the Three Bays area, clearing the Cotuit entrance channel en route to the Cotuit Town Dock. Due to heavy ice conditions, the vessel shifted to the West Bay entrance channel, where it continued clearing north to the Bay Street boat ramp through Monday afternoon.

Supporting Commercial Fishing, Safety, and Infrastructure

The emergency icebreaking effort serves several critical purposes:

  • Restoring navigational access for commercial fishing and shellfishing vessels
  • Ensuring emergency response access for public safety and harbormaster vessels
  • Minimizing damage to municipal and private docks and harbor infrastructure

These operations are particularly important for local fishing and aquaculture industries, which rely on safe harbor access to maintain winter operations and protect equipment.

Dredge Freed from Ice; Recovery Efforts Continue

In Sesuit Harbor, icebreaking efforts also enabled the County dredge Cod Fish II to be freed after being immobilized in the inner harbor for approximately two weeks. The dredge had been unable to continue working on the Sesuit Harbor Approach and Entrance Channel project due to heavy ice conditions.

Dredge Director Ken Cirillo previously briefed the Commissioners on the urgent need for icebreaking support across Cape Cod harbors. In addition to restricting fishing activity and emergency access, heavy ice had delayed several dredging projects and threatened harbor infrastructure.

State officials are assisting with regulatory flexibility to help restore dredging schedules once conditions improve. Discussions are also underway at the state level regarding potential reimbursement and long-term policy considerations for future severe icing events.

Regional Response

While iced-in harbors occur infrequently on Cape Cod, their impacts can be significant. The County’s coordinated response with local harbormasters, municipal officials, and state partners reflects the importance of maintaining safe and functional harbor access for the region’s working waterfront and coastal communities.
