Capital Projects

Below find a review of upcoming projects, including capital improvements at all county facilities.

The Barnstable County Superior Courthouse located at 3195 Main Street, Barnstable, MA was originally constructed in 1831 with Greek Revival Style appointments.  The Courthouse is listed on the National Register of Historic Places and is a notable Cape Cod historic landmark located within the Old King’s Highway Historic District.  Notable features include Greek doric portico with four wooden fluted columns, exterior Quincy granite façade and cornice, and entablature and pediment of wooden construction with faux granite paint.  The building has been subject to a series of additions in 1893, 1897, 1907, 1925 and 1972 to meet the needs of the Cape and Islands Court System.

In January 2022, a building assessment was performed by Building Conservation Associates, Inc. to evaluate the current condition of the structure and to identify necessary improvements to preserve the Courthouse for future generations.  Proposed improvements include restoration of brick, granite, cornice stone, wood façade and columns with a specific need for exterior work.

Anticipated scheduled includes design phase from September 2023 to March 2024 and construction phase from May 2024 to December 2025.  Anticipated project cost is $4,500,000.

Children’s Cove was founded in 1997 where the Barnstable County Task Force on Children, with collaboration of Cape Cod Healthcare, Department of Children and Families, Cape and Islands District Attorney’s Office and Barnstable County identified a need to provide specialized services for children who were victims of child abuse.  As a result, the Barnstable County Child Advocacy Center was created to provide a compassionate, efficient, child-friendly facility for child abuse intervention.  In addition, Children’s Cove provides leadership within the Cape and Islands community to educate professionals associated with schools, summer camps, daycare centers, fire/police departments, and other community agencies.  Project location will remain confidential for right of privacy and security purposes.

With the most recent Children’s Cove Building Expansion occurring in 2006, an additional building expansion is needed to meet the growing needs of the program.  In January 2022, Children’s Cove secured the services of ClearPath Advisors LLC to serve as Owner’s Project Manager (OPM) and proceed with preparation of designer services scope to advance the design process.  The design will include considerations for building expansion including new vestibule, office space, conference and training rooms, waiting area, interview room, clinical medical exam rooms and other pertinent features.

Anticipated scheduled includes design phase from April 2023 to March 2024 and construction phase from May 2024 to May 2025.  Funds of $750,00 have been appropriated for the work with final construction cost to be determined during the design evaluation phase.

Barnstable County is proceeding with the County Complex Master Plan for property and buildings located at 3195 Main Street, Barnstable, MA.  The plan will include an evaluation and recommendations for property and building space needs, department and operational needs, and short- and long-term plans for growth.  The plan will include in-depth review of the White House (Old Sheriff’s Residence) and Old Jail Building, and their role in the County’s future.  Other factors to be considered include court system strategic plan, parking accommodations and tenant space needs.

Anticipated schedule for the plan is July 2023 to June 2024, with $250,000 appropriated for the evaluation phase of the work.

In coordination with the Yarmouth Department of Public Works, Yarmouth Fire Department and Provincetown Fire Department, Barnstable County is proceeding with the construction phase of the Live Fire and Multi-Purpose Training Facility located at 520 Buck Island Road, West Yarmouth, MA.  The project includes the design and construction of a multi-level metal fire training building that utilizes Class B fuels for environmentally friendly, controllable training fires and nontoxic smoke generation systems for realistic fire training effects.  The building will feature dedicated structural and burn rooms while providing technical rescue training capabilities from elevated heights and confined spaces.  The training facility will serve as a foundational training resource for the 19 Fire Departments that provide critical service to Cape Cod.

The anticipated overall project cost is $700,000 and funded by Barnstable County contributing $63,636.37 and the Federal Emergency Management Agency (FEMA) Grants Outcomes System contributing $636,363.63.

The project construction contract was awarded to The Coastal Companies from Eastham, MA on December 6, 2023 and is on schedule for completion in August 2023.
