This memo serves as a progress update for our work administering the Barnstable County Shared Regional Housing Services Program (BCSRHS) during the second quarter of FY2026, covering October – December 31, 2025. The “project team” refers to Barrett Planning Group; Michael Dutton, County Administrator; Joseph Pacheco, Director of Human Services; Renie Hamman, HOME Program Manager; and Patty Daley, Cape Cod Commission’s Legal & Policy Specialist.

OVERVIEW

The BCSRHS program serves thirteen municipalities:

Upper Cape: Towns of Bourne, Falmouth, Mashpee
Mid Cape: Towns of Barnstable, Dennis, Yarmouth
Lower Cape: Towns of Brewster, Chatham, Orleans
Outer Cape: Towns of Eastham, Provincetown, Truro, Wellfleet

The Scope of Services includes three core areas: Regional Services (required for participation in the program), Local Support, and Monitoring Services.

I. Regional Services

This scope element includes program administration in coordination with the County; the development of tools, guidance documents, templates, and reports for the benefit of all member Towns; and opportunities for collaborative technical assistance and training. This service area is billed evenly to all member Towns as a flat fee and is required for membership. Table 1 details the regional hours billed in Q2 to all fourteen Towns.

During Q2, regional services included:

  • Check-Ins with the County on 10/29/2026 and 12/09/2026
  • Ongoing internal coordination and organization of planned service delivery with our team, subcontractors, and the County
  • A member survey to determine office hours scheduling and topics of interest
  • Set up of an online ticket request system for Towns
  • Preparation of a detailed budget workbook to facilitate invoicing each Town
  • Office Hours for municipal staff: held on 10/14, 10/28, 11/4, 11/25, 12/9, and 12/16; topics discussed included interpretation of various deed riders, pricing of affordable units, navigating the Registry of Deeds, Town responsibilities under the Local Initiative Program, and use of CPA funds.
  • Continued work on a regional affordable housing database and collection of related documents, with a focus on collecting restrictions for individual homeownership units
  • Revision of an Attainable Housing package (a general guidance document and templates) developed under the Pilot Program for November submission to KP Law for legal review
  • A draft and final report on Zoning for Affordable Housing on Cape Cod based on our review of all fifteen Towns’ zoning and other regulations relating to the development of affordable housing

Goals for Remainder of FY2026

  • Coordination for next year: confirm planned hours, budget, and schedule with Towns for FY2027; build FY2028 budgeting early into FY2027 schedule planning to accommodate CPA funding cycles.
  • Prepare a more detailed scope memo to attach to each town’s IGA for FY2027.
  • Add program detail to project website and possibly add a document repository of select resources.
  • Finalize Attainable Housing Tools: Guidance Document & Templates.
  • Organize virtual trainings in March/April and May/June.
  • Update several key resources originally developed during the Pilot Program
    • To do: contact list, database of median sales prices and average assessed values by Town; local options revenue analysis by Town; SHI database
    • In progress or already completed in Q3: affordable sale price calculator, CPA projects summary by Town, Community One Stop grant awards by Town

Suggestions for Future Program Administration

  • Plan following FY budget in September as a standard practice.
  • Increase regional scope to support additional capacity for office hours to allow for reporting out and advanced research in topics of interest.
  • Add a small, predetermined amount of hours for on-call assistance into the base fee as a standard service.

II. Local Support

For FY2026, the Towns of Bourne, Brewster, Chatham, Dennis, Eastham, Falmouth, Mashpee, Orleans, Provincetown, Wellfleet, and Yarmouth requested a total of 264 hours for local community assistance services. Table 2 below details the number of hours used in Q2 by Town and describes the local services delivered in Q2 and anticipated for Q3-Q4. We expect that most of the hours for this task will occur in Q3 and Q4, and a significant amount has already occurred for Q3 that is not reflected in the table below.

Goals for Remainder of FY2026

  • Refine list of services offered under this service category.

  • Determine and communicate a deadline for project requests to Towns.

Suggestions for Future Program Administration

  • Encourage Towns to have specific projects in mind if requesting a larger number of hours.
  • Explore approach for estimating hours for larger projects to account for mobilization, coordination, and research.
  • Communicate policy about travel time in future IGA.

III. Monitoring Services

For FY2026, the Towns of Barnstable, Brewster, Dennis, Falmouth, Orleans, Provincetown, and Wellfleet requested a total of 568 monitoring hours. Table 3 details the number of monitoring hours used in Q2 by Town and describes the monitoring-related services delivered in Q2 and anticipated for Q3-Q4. We expect that most of the hours for this task will occur in Q3 and Q4, and a significant amount has already occurred for Q3 that is not reflected in the table below. We have partnered with Housing Assistance Corporation for assistance monitoring homeownership projects and Elizabeth Rust for monitoring rental projects.

Goals for Remainder of FY2026

  • Check in with Towns that have not finalized monitoring plans for remainder of FY2026.
  • Revisit each Town’s SHI and suggested hours for monitoring.
  • Solicit feedback from subcontractors about FY2026 implementation and hours by Town.
  • Begin to identify partners in the region who can be a resource for developers seeking assistance with income certifications.

Suggestions for Future Program Administration

  • Allow contractor to invoice for postage reimbursement, either directly to the Town or through invoices to County.

Looking Ahead

We look forward to continuing this work with Barnstable County and will provide a Progress Memo for the third quarter of FY2026 after March 31, 2026.
