Although Maggie Downey will officially retire in April 2026, the Commissioners chose to recognize her earlier this year to celebrate her years of outstanding service alongside colleagues and regional partners. The citation was presented at a meeting held during the Massachusetts Municipal Association Convention, joined by Kim Driscoll, the Barnstable County Board of Regional Commissioners, and members of the Cape & Islands Municipal Leadership Association—a fitting setting to honor a career defined by regional collaboration and public service.

Downey has served with distinction as the Administrator and Chief Administrative Officer of the Cape Light Compact, the first municipal energy aggregation in Massachusetts. In this role, she oversaw energy supply and efficiency services for more than 200,000 residents across Cape Cod and Martha’s Vineyard, helping households, businesses, and municipalities manage energy costs while advancing clean energy and sustainability goals.

Prior to her appointment as full-time Administrator in 2014, Downey spent 17 years serving as both Assistant County Administrator and Compact Administrator. Throughout her career, she brought deep expertise in energy planning, policy, and community engagement to her work, guiding the Compact through periods of growth and change. Under her leadership, the Compact successfully negotiated competitive power supply contracts, expanded rebate and incentive programs, and implemented a wide range of energy efficiency and renewable energy initiatives that delivered measurable savings to consumers throughout the region.

The citation also recognizes Downey’s role in advancing innovative customer resources and sustainability initiatives, as well as her commitment to regional collaboration—work that has benefited families, businesses, and local governments alike. Colleagues consistently describe her leadership as steady, thoughtful, and grounded in a strong sense of public purpose.

In formally presenting the citation, the Commissioners extended their appreciation for Maggie Downey’s tireless dedication and lasting contributions, along with best wishes for a fulfilling and joyful retirement. As she prepares for her next chapter, her legacy will continue to be reflected in the programs she helped build, the partnerships she strengthened, and the communities she served.
