
Shared Services Division Leads Collaborative Efforts that Strengthen and Expand Local Health Capacity

Barnstable County is often confused with the Town of Barnstable, but did you know that they are two completely separate entities? Barnstable County includes all 15 towns of Cape Cod (including the Town of Barnstable) and was created to provide regional—inter-municipal—services to the towns. The County only provides assistance, when necessary, in instances where it wouldn’t be practical (from a financial or resource perspective) for them to provide the service internally.

Here’s how we’re making an impact:
Regional Annual Mobile Food Inspections
Our team offers a single annual inspection of mobile food vendors for seven Cape towns, helping ensure safe food practices all summer long, streamlining the inspection process for the vender. These coordinated efforts help ensure safe food service at festivals, events, and seasonal gatherings across the region.
Public Health Excellence
As a recipient of $481,594.64 Public Health Excellence Grant, we’re partnering with towns to enhance regional services and improve local public health effectiveness and efficiency. Taking part in this program ensures an increase of cross-jurisdictional sharing of public health services to strengthen the service delivery capacities of local public health departments.
Barnstable Public Health Training Hub Host
We’re also the proud home of a Massachusetts Public Health Training Hub, offering essential training and professional development to public health professionals across Southeastern MA, as required by recent legislation. This strengthens the whole region’s ability to respond to health challenges. Stronger skills mean healthier communities!
Introducing Our Shared Services Team
Dr. Katie O’Neill – Public Health Shared Services Program Manager
Katie oversees the coordination and implementation of public health initiatives across the county, collaborating with local municipalities to enhance community health outcomes. Dr. O’Neill’s responsibilities include managing programs such as immunizations, health screenings, and wellness education, ensuring that services are accessible to all residents, including those without insurance. She holds a Doctorate of Science (Sc.D.) in Public Health and is a Registered Sanitarian (R.S.), bringing a wealth of knowledge and experience to her role in enhancing public health services within Barnstable County.
Stacie Holmes, B.S – Public Health Shared Services Administrative Assistant
Stacie is a dedicated Administrative Assistant with a Bachelor of Science degree and a strong background in public health operations. In her role within Public Health Shared Services, she provides essential administrative support, streamlining communication, coordinating cross-functional efforts, and ensuring smooth day-to-day operations. Stacie is known for her attention to detail, organizational expertise, and commitment to supporting initiatives that promote community health and well-being.
Marina Tonial – Community Health Educator
Marina brings her energy and public health expertise to community outreach, education, and program development. Fluent in multiple languages and skilled in culturally responsive communication, she collaborates with local partners to promote wellness and access to public health resources across the region. She holds a Master of Public Health (MPH) in Community Health Education, with a strong focus on delivering practical, accessible health information to residents
Donna Miorandi – Contracted Health Inspector
Donna brings decades of inspectional experience to the Division and supports towns across the region by conducting health inspections. She helps ensure compliance with state and local regulations and provides education to businesses. Her thorough, knowledgeable approach helps protect public safety in areas ranging from food establishments to Title 5. Donna holds her Registered Sanitarian (R.S.) license and brings a wide variety of skills and knowledge to her inspections.
