Cape Cod and Islands SHINE Program Reports Strong Growth and Community Impact in 2025

The Cape Cod and Islands Serving the Health Insurance Needs of Everyone (SHINE) Program is reporting strong growth and measurable community impact in 2025, reflecting increasing demand for Medicare counseling and the continued dedication of volunteers across Barnstable, Dukes, and Nantucket counties.
During the Fall 2025 Medicare Open Enrollment period (October 15 through December 7), SHINE experienced a 13.3% increase in appointment volume, with nearly 4,000 residents seeking trusted, unbiased support to navigate their Medicare options.
Over the course of the year, SHINE counselors assisted more than 7,000 residents, representing a 12.7% increase in engagement compared to 2024. This continued growth highlights the program’s essential role in supporting older adults and individuals with disabilities across the region.
Outreach efforts also expanded significantly in 2025. SHINE hosted more than 40 group outreach events, reaching nearly 2,400 participants, a 65% increase in community education and awareness.
These accomplishments are made possible by a dedicated team of approximately 80 trained volunteers, whose time and expertise help residents make informed health insurance decisions. Their commitment remains the backbone of the SHINE program and a vital resource for Cape Cod and the Islands.
“The growth we saw in 2025 reflects both the increasing complexity of Medicare and the trust our residents place in SHINE,” said Kristina Whiton-O’Brien, SHINE Program Manager. “We are deeply grateful to our volunteers, Councils on Aging, and community partners who ensure that people across Cape Cod and the Islands receive the guidance they need.”
SHINE will continue expanding its services and outreach in 2026 to ensure all eligible residents have access to reliable, personalized Medicare support.
Residents seeking assistance can contact their local Council on Aging or call the regional SHINE office at (508) 375-6762.
