Wastewater and Clean Water Initiatives Presented to Regional Municipal Leaders

Barnstable County’s ongoing efforts to support wastewater management and clean water initiatives across the region were the focus of a recent presentation to the Cape & Islands Municipal Leadership Association (CIMLA).
Brian Baumgaertel, Director of the Barnstable County Wastewater Division and Manager of the Massachusetts Alternative Septic Test Center (MASSTC), provided an update on the County’s Wastewater Division and the Clean Water Center, highlighting several programs and initiatives that support towns in addressing wastewater challenges and protecting water quality.
Supporting Innovation and Regional Solutions
Updates included progress at the Massachusetts Alternative Septic Test Center (MASSTC) and plans for a new laboratory facility anticipated in late 2026. The expanded laboratory will strengthen the County’s ability to test and evaluate emerging wastewater technologies and support municipal planning across Cape Cod.
Baumgaertel also discussed ongoing work related to non-sewered sanitation systems, often referred to as the “Gates Project,” which explores alternative wastewater approaches for areas where traditional sewer infrastructure may not be feasible.
Funding and Financing Progress
The County’s AquiFund program continues to provide financial support for wastewater projects throughout the region.
- Since its inception, the program has loaned $76 million to support local wastewater initiatives.
- $10 million has been loaned since August 2024.
- The County is preparing a request for an additional $20 million from the State Revolving Fund (SRF) to continue supporting municipal wastewater projects.
Building Capacity for the Future
Additional updates included progress on the Septic Utility Program and regional workforce development efforts, including the SUP Operator Certification Program, which supports training for operators of advanced septic and wastewater systems.
The presentation to CIMLA provided an opportunity for municipal leaders from across Cape Cod and the Islands to hear updates, ask questions, and continue regional coordination on wastewater and clean water initiatives.
Barnstable County remains committed to providing technical expertise, financing tools, and regional coordination to assist towns in meeting evolving wastewater management needs.
