Emergency Preparedness Division: Tier II HazMat Reporting and What’s to Come

When disaster strikes, whether it is a coastal storm, a chemical release, or a prolonged power outage, preparedness is what helps communities stay safe and recover faster. At the Barnstable County Emergency Preparedness Division, we work year-round to help towns across Cape Cod and the Islands plan for, respond to, and recover from all types of emergencies.
One of the key services that the division provides is support for the Tier II program. Each year, the division’s team helps coordinate the collection of Tier II reports from facilities that store hazardous materials above certain thresholds. certain thresholds. These reports are required under the Emergency Planning and Community Right-to-Know Act (EPCRA) and include information about the types and quantities of chemicals on site, their storage locations, and emergency contact details.

The division operates within a statewide system overseen by the State Emergency Response Commission, managed by the Massachusetts Emergency Management Agency. At the County level, their role includes supporting local emergency planning efforts, helping facilities understand their reporting responsibilities, and ensuring that Tier II data is accessible to emergency responders and planners who need it.
Tier II data plays a critical role in community safety. It ensures first responders are protected, strengthens emergency response plans, and guides regional hazardous materials training and exercises. It also helps build relationships and shared knowledge among public safety officials, public works departments, health agents, and facility managers across Cape Cod and Nantucket.
As Barnstable County’s Hazardous Materials Specialist and Laboratory Safety Officer, Andrew Platt focuses on chemical safety, regulatory compliance, and outreach to facilities. He also helps strengthen the bridge between industry and emergency services, ensuring that planning efforts are informed, coordinated, and grounded in accurate, up-to-date information.
