Barnstable County Commissioners Approve FY26 Budgets, and Discuss Independent Charter Commission

May 14, 2025 (Barnstable, MA) – At their regular meeting on May 14, the Barnstable County Board of Regional Commissioners approved four ordinances authorizing the Fiscal Year 2026 budgets for the County’s general operations, the Cape Cod Commission, and the Dredge Enterprise Fund.

Although the budget process was completed on schedule, the Commissioners took the opportunity to reflect on opportunities for greater efficiency in future years. Noting the time and coordination required across departments, there was broad agreement on the importance of evaluating the structure and timing of the annual budget review process.

“We have—by any measure—the most expensive, time-consuming, and inefficient county budget review process in the Commonwealth,” said Commissioner Mark Forest. In voting against the budget, Forest stated, “This budget adds unnecessary staff to the Assembly and further institutionalizes these costly inefficiencies.”

The Commissioners discussed the need for an independent Charter Commission, distinct from the current Assembly of Delegates’ Charter Review Committee. While still an early-stage discussion, the intent is to explore whether an independent review of the Barnstable County Charter could help streamline the lengthy budgetary process and modernize elements of County governance.

Also, during the meeting the Board unanimously adopted a resolution in support of AmeriCorps Cape Cod, reaffirming the County’s commitment to the program following the federal government’s unexpected termination of funding in late April. The Commissioners acknowledged the growing support from local towns and the Massachusetts congressional delegation and emphasized their continued efforts to sustain the program through the remainder of the service year (end of July).

Commissioner Sheila Lyons noted, “We’ve heard from town leaders and residents across the Cape who deeply value the impact AmeriCorps members have had in their communities. That support strengthens our resolve to ensure the program continues in some form.”
