County Commissioners Explore Charter Review Options
New Administrator Contract Finalized and County Awarded Digital Counties Survey for Innovation and Equity
Barnstable, MA – July 31, 2024 – In their meeting this morning, the Barnstable County Board of Regional Commissioners explored the process for amending the Barnstable County Home Rule Charter. Additionally, the Board approved a three- year contract with the new County Administrator, Michael Dutton. Mr. Dutton is set to begin in his new role in September 2024.
Exploring Charter Review Processes for Barnstable County
In discussion with County General Counsel Michelle Randazzo, the Commissioners explored the processes available for amending the Barnstable County Home Rule Charter.
Commissioner Mark Forest commented on the importance of the charter amendment discussion, saying, “This unique process is vital as it involves a comprehensive review that invites the public and municipal officials to assess whether the current charter meets broader goals and objectives. It’s a healthy process that fosters necessary discussion and reflection on how our government functions.”
The Commissioners collectively stressed the importance of transparency and public involvement, emphasizing the need for public meetings and accessible reports to gather community input. They also discussed the historical challenges in reaching consensus on significant changes, highlighting the importance of a clear and inclusive review process.
The session concluded with plans by the Board to continue exploring the issue of amending the Charter.
Barnstable County Recognized for Digital Excellence in the 2024 Digital Counties Survey
Barnstable County has been honored in the 2024 Digital Counties Survey, conducted by the Center for Digital Government (CDG) in partnership with the National Association of Counties (NACo). As one of a handful of counties nationwide to receive this recognition, the award highlights Barnstable County’s commitment to innovative technologies, enhanced data governance, and improved cybersecurity measures.

It highlights our commitment to leveraging new technology and unifying our digital presence to better serve our customers, from enhancing cybersecurity to making government services more accessible. This acknowledgment affirms that were not merely reacting to change—we’re leading the way by staying ahead,” said Bill Traverse, Director of Information Technology.
Barnstable County Honors Sean Cushing and Highlights Medical Reserve Corps Training Programs at the County
At today’s Barnstable County Commissioners’ meeting, Sean Cushing, a staff member of the Barnstable County Facilities Department, was honored for his courageous actions on June 2 at Grew’s Pond in Falmouth’s Goodwill Park. During a critical incident, a four-year-old child was pulled from the water unresponsive. Cushing, along with other good samaritans, played a crucial role in reviving the child. The Commissioners praised Cushing’s bravery and quick thinking, emphasizing the importance of being prepared to act in emergencies.
Following this recognition, Diana Gaumond, Director, and Marypat Kane, Volunteer Coordinator of the Cape Cod Medical Reserve Corps (MRC), presented an overview of upcoming training programs. The MRC, which works closely with the Regional Emergency Planning Committee at Barnstable County, provides essential training, including CPR and Stop the Bleed, to equip volunteers with the skills needed to respond effectively in emergencies. The MRC is especially active during times when Cape Cod’s sheltering system, managed by the Regional Emergency Planning Committee, is activated. The recognition of Sean’s life-saving actions perfectly underscores the importance of these programs, as they prepare community members to act decisively and confidently in critical situations.
